LEVERTON PARISH COUNCIL
MINUTES of the Meeting held at The Church Hall, Main Road, Leverton on Monday, 17th December 2018.

1.0 OPEN FORUM
There were no members of the public present and no items for the open forum.
2.0 POLICE MATTERS
No police were present and no report had been received.

4.0 DECLARATION OF INTEREST
There were no declarations of interest.
The minutes of the Meeting held on 19th November 2018 were agreed as presented and signed by the Chairman as a true record of the meeting.
6.0 Matters arising:
6.1 Play Park
There were no issues to report at this time.
6.2 Poor Condition of Parish Roads
Mr Chandler reported that the issues with the road outside Dao Cottage were still the same. Mrs Moore reported that some of the roadworks had been completed in the parish however these were not very suitable and were worsening due to the bad weather.
6.3 Leverton Toilet facilities.
Mrs Moore reported that works had started on demolishing the building as she had seen workmen removing some of the internal furniture.
6.4 Vermin Issue Around The Waste Bins In The Layby
Both the Chairman and Mrs Moore stated that they hadn’t seen any vermin around the bin area in the last month. The Chairman thanked Cllr Peter Bedford for his actions in helping solve the lack of bin collection and had noticed a vast improvement over the last month. He did however state that the bins had not been emptied on one occasion and the liners had not been replaced as regularly as would be expected. Cllr Bedford confirmed he would address this with the relevant department.
6.5 Lay-by Benches.
Mrs Moore confirmed that the benches were now restored and back in place on the layby and the Parish Council wished to express their thanks to Mrs Welborn for arranging the repairs. Mrs Moore also stated that Mrs Welborn was to place a dedication plaque on one of the benches for Mrs Pat Widdowson who had supported the local fundraisers and who had passed away recently.
6.6 Leverton to Wrangle Sea Bank
Mrs Moore confirmed that the signage was now displayed on the Sea Bank informing the public of the works which had been completed and the reasoning for the 2 year closure.
7.0 LEVERTON EMERGENCY PLAN
Due to further amendments needing to be added and approved it was agreed to defer this item until the next meeting.

9.1 Alternative Use Boston Projects Ltd:
The ‘Statement of Community Consultation’ had been received regarding the proposed Boston Alternative Energy Facility, which is taking place between Friday 14th December 2018 and Friday 18th January 2019, along with poster to be displayed around the parish and on
the parish notice board.
9.2 Parish Council Newsletter – The November/December edition was circulated to all councillors in attendance.
9.3 Lincolnshire CC – Parish Agreement Highway Verge Cutting 2019/20
Lincolnshire CC would like to invite Leverton Parish Council to join the Parish Agreement scheme for 2019/20.
Lincolnshire County Council contractors currently complete 2 free safety cuts per year in the parish and it was agreed unanimously for this to remain in place.
10.0 ITEMS FOR THE BENEFIT OF THE PARISH
Mrs Moore stated that there was an issue with standing water at the layby bus stop. The Chairman confirmed he would look into this and if necessary report it to Lincolnshire Highways.
Mr Chandler reported a large dog with an aggressive manner at the property at the junction of Highgate and Sheepgate being a cause for concern to passers-by as it is able to get its head out of a hole in the wooden gate. It was agreed that a letter be sent politely requesting the owners to conduct necessary repairs to restrain the animal.
10.0 DATE OF NEXT MEETING
The date of the next meeting had been previously agreed as Monday 21st January 2019 at The Church Hall, Main Road, Leverton commencing at 7.00pm. The subsequent meeting was also agreed as Monday 25th February 2019.
