May 2025 Minutes Annual Parish Meeting

MINUTES OF THE ANNUAL PARISH MEETING HELD IN LEVERTON VILLAGE HALL ON

                                                             MONDAY 19 MAY 2025

Chairman’s Annual Report

2024/25 has been a relatively quiet year once again and unfortunately the Council has remained a member short for most of the year and is now 2 members short with the recent resignation of Nigel Chandler however, this has not impeded the Council in carrying out it’s duties to the Parish and we are actively advertising for new members.

During the year the Leverton firefighters and 10th Boston Scouts carried out the repainting of the Church Hall with materials donated by the Parish Council, the playing fields were renamed ‘Jane Moore Playing Field’ with a new wrought iron gated entrance and Reverend Andrew Higginson completing the dedication ceremony with members of Jane’s family unveiling the memorial plaque. 

Cllr Derek Horwat has continued to upkeep the playing fields, the orchard and the play equipment and on behalf of myself and the members of the Council, I would like to extend our thanks for all his hard work.    

The Parish has continued to suffer with potholes, which is inevitable with the volume of agricultural vehicles on narrow country lanes however, Lincolnshire County Council have attempted to address these on an ongoing basis throughout the year with Councillors and Parishioners being encouraged to report issues on FixMyStreet.

Finally, I wish to thank all the councillors for their time and commitment in attending the meetings for the past year and to the clerk for keeping us updated and compliant. We have also received good support from the Borough and County representatives and I would like to thank Peter Bedford and Paul Skinner for keeping us well informed along with Cllr Dale Broughton when other commitments allowed for his attendance. 

 

 

Poors Land Trust Annual Report

There have been two meetings held over the last twelve months, those being November 2024 and March 2025 and the trust welcomed Mrs N Andrews, the St Helenas Church warden, as a new trustee. 

The trustees also completed their annual land inspection and in November the list of beneficiaries was discussed and 35 residents of the parish received a payment of £180.00 each. The trustees discussed the accounts and agreed to increase the distribution to £200 from 2025.

 

The closing balance on the accounts stood at £13,616.91. 

 

 

Simon Clark Charity Annual Report

The Simon Clarke Charity held two meetings during the last year all preceded by the Leverton Poor’s Land Trust. 

In the June meeting it was agreed that the distribution payment be increased to £150.00 as it had been previously agreed in March to amalgamate the two payments into one. 

In the November meeting it was agreed that the 2nd distribution payments of £150.00 was made again. 

At the March meeting the clerk presented the accounts which stood at £505.30. 

 

Leverton Church of England Educational Charity 

There was no report provided.

 

To receive a report from the 10th Boston Scouts

Thanks were given for the generous donation which is put towards the equipment insurance and to insure the helpers for public liability. The groups consist of 3 sections: Beavers who meet on Thursdays and are aged 5 ¾ to 8 years old and have a programme which they follow with 3 x leaders and have camping events at which they have lots of fun. The highest award which they all work towards is the Chief Scout Bronze award and they follow that through all different awards. The next age group is the Cubs who are aged 8 to 10 ½ years old and have a programme to work towards with their 3 leaders and the top award is the Chief Scout Silver award. The oldest group is the Scouts aged 10 to 14 years old, they have 2 leaders and their top award is the Chief Scout Gold award. The Scouts complete lots of camping and outdoor adventure events. There are also 2 young leaders who work towards a Young Leaders belt. The groups meet at the Beonna and try to do community events and projects and are always interested in getting involved, learning and getting involved. 

 

Boston Borough Council Annual Report

Boston Borough Council are in a state of flux with the Devolution Bill currently going through with uncertainty as to if there will be a future for the Borough Council in two years time however, everything was continuing business as usual.

 

Lincolnshire County Council Annual Report

There was no report provided.
