MINUTES OF THE MEETING OF LEVERTON PARISH COUNCIL HELD IN LEVERTON CHURCH HALL ON MONDAY 19 JANUARY 2026

Public Forum
There were no members of the public in attendance.
 
26/01  Apologies
Apologies were received from Cllr P Bedford.
 
26/02 To receive any declarations of interest in accordance with the requirements of the Localism Act 2011
There were no declarations of interest given.
 
26/03  To receive and approve the notes of the Council meetings held on Monday 15 December 2025 
It was RESOLVED that the notes of the meeting held 15 December 2025 be approved as a record of the meeting and be signed by the Chairman.
 
26/04 Reports from Lincolnshire County Council/Boston Borough Council
There were no reports received. 
 
26/05  Issues relating to the Playing Fields, Potholes and the Environment of the Parish
Playing Fields
Cllr Horwat stated that there was nothing to report in respect of the playing field. He confirmed that the mower will be booked in for service and asked if the Parish Council were still proceeding with what was proposed in 2025 which was to renew the mower and donate the existing machine to St Helenas church. The clerk highlighted the decision made at the time was to see what the mower position was when it was time to service it. Members of the council agreed to have the mower serviced, to obtain a valuation, to obtain the cost of a new mower and to consider options for the provision of a mower at St Helenas church.
The clerk confirmed she had received the costs for the park inspection for 2026. Members RESOLVED for the inspection to be booked.
Potholes
The Chairman confirmed that in terms of the marathon route, potholes were being addressed as far as they could be at the present time and reported that Highgate was still in poor state of repair. Cllr White confirmed Outgate at the turkey farm was bad. The Chairman confirmed that Sue Durrant had made representations about the potholes along the marathon route on FixMyStreet.
Environment 
Cllr White reported that the contractor was still working on relocating the marble bench at the Leverton Pumping Station.
 
Cllr Horwat reported that the current Chairperson of the Leisure Centre Committee was resigning. Members discussed the situation, Cllr Horwat reported that there was an emergency meeting scheduled and would keep the members updated on the situation.
 
Members also discussed the application which had been submitted for VW Breakers for a change of use to Class B1 and B8 which had been received after the agenda had been produced. Members agreed that as the original application had already been approved and the site had been carrying out the activities specified in the current application therefore was nothing further to add in way of comment or objection.
Cllr A Arundell joined the meeting
The clerk reported that the application for the additional building at The Grange had been approved, after discussions with external partners and careful consideration it was agreed that the Parish Council would take no further action regarding this application.
 
26/06   Provision of additional interactive speed signs
The clerk confirmed that she was still awaiting contact from Arthur Laughton for an update to the provision of updated speed signs by Lincolnshire CC. 
 
26/07  Clerks Report 
The clerk referred to Cllr Arundell who confirmed he had received no correspondence relating to Highgate but would chase this up with the Highways officer.
 
26/08   Finance
It was proposed and RESOLVED to accept the payments as per the payment sheet 01/2026 details below:

Precept  
The clerk presented the budget for the 2026/27 financial year and members discussed the forthcoming expenditure and RESOLVED to increase the precept by 4.99%.
 
26/09 Matters for discussion only or to be added to the next agenda.
Cllr White  asked about the replacement Leverton Fire Station, Cllr Arundel suggested he would present facts regarding the proposal not going ahead. It was agreed to add this as an agenda item for February. 
 
26/10 Date of the next Parish Council Meeting
Date of the next Meeting of the Parish Council will be held on Monday 16 February 2026. There being no further business to discuss, the Chairman thanked those in attendance and declared the meeting closed.
