MINUTES OF THE MEETING OF LEVERTON PARISH COUNCIL HELD IN LEVERTON VILLAGE HALL ON

MONDAY 13TH JANUARY 2020

Public Forum
There were no members of the public in attendance for the open forum.

20/1 Chairman’s Comments
The Chairman welcomed all to the meeting.

20/2 Apologies
There were no apologies.

20/3 Police Matters
The following incidents were reported to the Clerk in the absence of PCSO Kym Rayment:
1 x transport hazard – Main A52
1 x traffic offences – Main A52
20/4 Receipt of any declarations of interest in accordance with the requirements of the Localism Act 2011, and to consider any requests for dispensations
There were no declarations received.

20/5 Approval of the minutes of the previous meeting
It was RESOLVED that the notes of the meeting held on 16th December 2019, previously circulated, should be recorded as the minutes.

20/6 Viewpoints on questions from members of the public
There were no viewpoints for discussion.

20/7 Report from the minutes of the last meeting/Clerk’s report
The clerk confirmed that she had contacted Dales Sports to obtain the guarantee details and durability of the sports surfaces. The clerk was told that the better surface would be Conqueror 60 with a 10 year guarantee. Mr White asked if the installation of the surface would be level with the existing grass and how it would be done. The clerk stated that this was information which she had not been given and Mr White confirmed he would pop into Dales to discuss the matter and report back to council at the next meeting. The clerk confirmed that she had asked Cllr P Bedford about the provision of hard standing at the Leverton Pumping Station and he confirmed that the gates at the top of the ramp would be opened in the spring to enable the public to utilise the area as they had done before. This would negate the necessity for hard standing at the bottom of the ramp. The clerk also confirmed that she had contacted Chris Chandler at the Highways department regarding the blocked gully by the bus shelter and he had confirmed it would be addressed in the next cycle of gully jetting. The Chairman confirmed that he had been in conversation with Chris Chandler who had stated that there was now a priority system in place for highways issues due to the volume needing to be addressed. Mrs Moore reported that the issue of standing water and flooding into the driveways of houses on the pull in on Main A52 had not been resolved, the clerk confirmed she would contact T H Clements to request they clear the dyke adjacent to their field on the opposite side of the road to alleviate the problem.

20/8 Matters for the attention of Lincolnshire County Councillors/Boston Borough Councillors
There were no matters to discuss

20/9 Accounts for payment/Finance
It was RESOLVED to accept the payments as per the payment sheet 01/2020. Members were given a report from the RFO which updated all members present on the current financial situation. The bank account balance as at close of business on 31st December 2019 was £28,759.06 with BACS payments of £411.99 due to be made after approval at the meeting. The VAT reclaim would be submitted as soon as the last invoice was received.

20/10 Correspondence received
1. NHS Lincolnshire East CCG – The Sidings Medical Practice Patient Engagement Events and Patient Survey (Open until 30th January 2020). Request for new provider to ensure continuity of primary health care services within the area.
2. LALC – Annual training scheme details and application form
3. LALC - Fifth Edition – Marking the death of a Senior National Figure (available on request due to size of document)
4. LALC – Buckingham Palace Garden Party, May 12th, 2020. Nomination for 3 outstanding Chairpersons to attend accompanied by a guest of their choosing. (Invitations are in recognition of past service)

20/11 Reports for Various Bodies/Other Members
Mrs Moore stated that the overgrown pathway reported previously was still difficult to walk along between the shop and the church. The clerk confirmed she would contact Chris Chandler at the Highways department as she had received confirmation that this issue had been addressed.
Mrs Welborne confirmed that she was still waiting for the estimate of cost for the restoration of the Leverton Plough sign and that a seat had now been installed in the bus shelter. Mr N Chandler reported that he had seen an armchair in the dyke along Highgate and was advised to report this on Flyswat. Mr White raised his concerns regarding the amount of dog walkers along the public footpaths and on the sea banks who did not keep their dogs under control and did not pick up their dog waste. It was suggested and agreed that signage be placed on all gates. Cllr Bedford confirmed he would obtain costs for the signage from Boston Borough Council. Mr Horwat stated that it was the time for the mower to be serviced and it was RESOLVED for Mr Horwat to arrange this.

20/12 Date and Time of the next Parish Council Meeting
The next Meeting of the Parish Council will be held on Monday 10th February 2020 beginning at 7pm. There being no further business to discuss, the Chairman thanked those in attendance and declared the meeting closed at 8.10 pm.
