MINUTES OF THE MEETING OF LEVERTON PARISH COUNCIL HELD IN LEVERTON CHURCH HALL ON
                                                             MONDAY 21 JULY 2025

There were no members of the public in attendance.
 
25/49  Apologies
Apologies were received from Cllr D Broughton and Cllr P Bedford.
 
25/50 To receive any declarations of interest in accordance with the requirements of the Localism Act 2011
There were no declarations of interest given.
 
25/51  To receive and approve the notes of the Council meetings held on Monday 17 March 2025 
It was RESOLVED that the notes of the meeting held 16 June 2025 be approved as a record of the meeting and be signed by the Chairman.
 
25/52 Reports from Lincolnshire County Council/Boston Borough Council
There were no reports received.
 
25/53  Issues relating to the Playing Fields, Potholes and the Environment of the Parish
Playing Fields
Cllr Horwat stated that the rubbish bin had been repaired and reinstalled. Cllr Horwat also confirmed that the park inspection had been completed and he had noticed that the nets on the basketball hoops was rotten. Members discussed this issue and RESOLVED to remove the nets and leave the bare hoops in situ.
The clerk confirmed that the trustees of The Poors Land Trust were not in favour of the installation of CCTV cameras over the field and therefore the subject was closed.
Potholes
The Chairman confirmed that surface dressing had started in the outlying areas of the parish.
Environment 
It was highlighted that the area of grass around the Leverton Plough sign needed cutting and it was agreed the responsibility fell with LHP. The clerk confirmed that she would contact them to have it cut. Cllr White asked for the clerk to contact Ann Blythe to arrange for the dyke to be flailed adjacent to Meadowbank/A52 as it was obscuring the view of the road for residents using a mobility scooter. 
It was reported that the last cut of the lay-by was unsatisfactory due to a portion of the grass remaining uncut, the clerk confirmed she would call the contractors and request it be cut again without charge.
Cllr Woodward reported that he had had a complaint regarding overhanging trees at the narrow end of Laceys Lane. It was agreed for Cllr Horwat to accompany Cllr Woodward to look into this and confirm who was responsible for the trees.

Highways Update on 40mph speed limit

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

Poor state of Highgate road surface

Contacted Leila Hardy who confirmed Paul Skinner had supported the request made in March for the 40mph speed limit and the Traffic team had accepted the request for assessment. She stated that  the outcome will be sent to Cllr Arundell directly.

 

The adviser could not confirm if this had been reported, as Lincs County Councillors have direct contact with the Highways manager. However, the advisor submitted a new report stating that the surface was still extremely poor even after the recent jet patching.

Update from FixMyStreet:

‘Road condition assessed and at this time it does not require urgent repair. However, we have identified this location for a larger scale improvement scheme. At this stage we are unable to give specific dates as we prioritise these schemes based on condition compared with the rest of the County road network and the resources available to us each year. The clerk also read an email to Members of the Council from the Lincolnshire Road Safety Partnership team confirming that there had been covert cameras in situ recently however, these had not recorded an amount of traffic exceeding the speed limit which would warrant changing the existing arrangement with the GATSO camera.

Cllr Woodward asked if it was possible to look into opening an interest bearing account as Lloyds were now taking bank charges for the provision of providing an account.
 
25/57 Date of the next Parish Council Meeting
Date of the next Meeting of the Parish Council will be held on Monday 15 September 2025. There being no further business to discuss, the Chairman thanked those in attendance and declared the meeting closed.
