LEVERTON PARISH COUNCIL

MINUTES of the Meeting held at The Church Hall, Main Road, Leverton on Monday, 24th April 2017.

Present:-   Councillors:   Mrs J Moore, Mr N White, Mr D Horwat, Mrs J Self, Cllr Peter Bedford, Boston Borough Council.

Apologies:

1.0   OPEN FORUM

14 members of the public were present for the Open Forum. 

A discussion regarding the Footway Lighting.

Mrs J Welbourne presented to the council a petition requesting the footway lighting be turned on, signed by a number of residents of Leverton and confirmed that she had been in discussions with a resident regarding various substitute lighting replacements. Mr Durrant explained the history surrounding the issue of the footway lighting costs being devolved from Boston Borough Council and referred to the presentation given by a member of the Borough Council at the time. Mr White stated that the original meeting in July to discuss the issue was well publicised around the village however had received a poor turn out. It was stressed by the Parish Council that the proposed changes had been widely advertised and that all the affected residences had received leaflets outlining proposed changes. Mrs Welbourne said that the idea was to look at an alternative solution rather than taking on all 33 footway lights. Mrs Moore confirmed she had spoken to G Bernard at Boston BC and said Mayflower were not prepared to take on the lights in the Lacey’s Lane area. Mr Durrant proposed a public meeting where costings from the village could be presented to the council and Mr White asked that Mrs Welbourne present a solution where the beneficiaries of the lighting would be able to fund them. The public meeting was agreed for 5th June 2017 at 7pm. 

2.0   POLICE MATTERS

No police were present and no items were received.

3.0    APOLOGIES: 

No apologies received at the time of the meeting however, apologies were received via email during the     meeting from Cllr F Ransome.

4.0    DECLARATION OF INTEREST

There were no declarations of interest.

5.0    MINUTES

The minutes of the Meeting held on 27th March 2017 were agreed as presented and signed by the Chairman as a true record of the meeting. 

6.0    Matters arising:

6.1    Application for Defibrillator 

Mrs Moore confirmed that Mrs J Welbourne has various events going on around the village.

6.2    Play Park

The rotten back boards have now been replaced free of charge by Mr T Brown of A G Builders. The Parish Council thanked Mr Brown for his work. It was agreed that the bark chippings still need renewing and the sample which Mr Gaylor provided appeared to be favourable. 

6.3   Poor Condition of Parish Roads

Mrs Moore confirmed that various fixes have now been made within the parish but is still concerned regarding the subsidence of the verges.

6.4     Footway Lighting.

6.5     Leverton Toilet facilities.

There have been no further developments to date and P Bedford confirmed the responsibility for the layby      is not with the Parish Council at the present time.

6.7   Parish Councillor Vacancy.

The clerk confirmed that an application had been forwarded from Boston Borough Council and it was agreed that an official notice be placed around the parish inviting further applications for the post. 

7.0       PAYMENTS

There were no payments for approval.
   
8.0   CORRESPONDENCE:

8.1      Letter received from Old Leake with Wrangle Methodist Church thanking the Parish Council for their donation.

8.2      A poster and fliers received for distribution around the village for the Lincolnshire Energy Switch Scheme.

8.2      Lincolnshire County Council notification of temporary road closure at Highgate due to proposed works by Western Power

11.0   DATE OF NEXT MEETING

The date of the next meeting which would include the AGM was agreed as Monday 22th May 2017 at The Church Hall, Main Road, Leverton commencing at 7.00pm.
