LEVERTON PARISH COUNCIL

MINUTES of the Meeting held at The Church Hall, Main Road, Leverton on Monday, 22nd May 2017.

Present:-   Councillors:   Mrs J Moore, Mr N White, Mr D Horwat, Mrs J Self, Mr D Gaylor, Cllr Peter Bedford, Boston Borough Council, Cllr Paul Skinner

Apologies:

1.0   OPEN FORUM

1 member of the public present to observe the process of the meeting with a view to being considered for the position of Parish Councillor. 

2.0   POLICE MATTERS

1 vehicle offence Highgate.

3.0    APOLOGIES:

4.0    DECLARATION OF INTEREST

There were no declarations of interest.

5.0    MINUTES

The minutes of the Meeting held on 24th April 2017 were agreed as presented and signed by the Chairman as a true record of the meeting. 

6.0    Matters arising:

6.1    Application for Defibrillator 

Mrs Moore confirmed that fundraising was still ongoing with Mrs J Welbourne holding various events in the village. She also stated that she had seen an article in the press regarding safety issues with a particular brand of defibrillator. It was agreed that this would be considered when the parish council were in a position to proceed with obtaining a defibrillator. Mr Gaylor asked where the defibrillator was to be located and it was suggested that it may be possible to site it at the shop.

6.2    Play Park

The Chairman confirmed he had spoken with Terry Woods regarding the sample of bark chippings. Mr Woods   can provide 8 cubic metres for £200.00. It was agreed to ask Mr Woods to provide the required amount. 

6.3   Poor Condition of Parish Roads

The Chairman confirmed he has the direct number of 01522 782070 at Lincoln to call for any issues arising in the future. P Skinner had suggested that it would be beneficial for an official to be able to come to the area once a year to view any issues that arise. Mr Gaylor stated that the footpath from Lacey’s Lane to the school was not in the best condition and would it be possible to have it improved. P Skinner confirmed he would look into it. 

6.4     Footway Lighting.

A public meeting had been scheduled for 5th June 2017 at the village hall.

6.5     Leverton Toilet facilities.

P Bedford confirmed that Boston Borough Council are still awaiting confirmation 

6.7   Parish Councillor Vacancy.

The clerk confirmed that there had been 3 applications for the vacancy:

1.   Mr Michael Chevis
2.   Mrs Judy Wellbourne
3.   Annie Gaylor

It was suggested the applicants were invited to attend the next meeting.

There were no items of correspondence to present.

10.0   ITEMS FOR THE BENEFIT OF THE PARISH

Mr Horwat and Mrs Moore stated there were issues with long grass around the bus shelter and notice board and around Lacey’s Lane. Mrs Moore asked if the Parish Council wishes to take on the responsibility as LCC will only complete safety cuts. Mr Horwat volunteered to cut the grass.

Mr Horwat reported the inspection chamber cover behind the notice board on Lacey’s Lane had been disturbed and was currently posing a danger if children were to be playing around it. There was a cone over the top to indicate a problem. The clerk agreed to contact Anglia Water to ascertain who had responsibility for the chamber.

The date of the next meeting was agreed as Monday 26th June 2017 at The Church Hall, Main Road, Leverton commencing at 7.00pm.


LEVERTON PARISH COUNCIL

Public Meeting in respect of the footway lighting.

The Meeting held at The Church Hall, Main Road, Leverton on Monday, 5th June 2017.

Present:-   Councillors:   Mrs J Moore, Mr N White,  Mrs J Self, Cllr Peter Bedford, Boston Borough Council, Mr Phil Drury Boston Borough Council, Mr Nigel Hall Boston Borough Council.

Apologies:

None received.

21 members of the public attended the meeting which was arranged to discuss the issue surrounding the devolvement of footway lighting costs from Boston Borough Council to Leverton Parish Council with the aim to achieve a resolution with undue costs to the residents of Leverton.

Various concerns were raised in respect of the current position and after discussion it was agreed in principal that 13 lights could be turned on in Lacey’s Lane and Lacey’s Avenue with Part Night Photocells installed.  The costs of retaining those 13 lights would be provided to the Parish Council from Boston Borough Council  in due course and these costs would be addressed at the next meeting of the Parish Council.
