MINUTES OF THE MEETING OF LEVERTON PARISH COUNCIL HELD IN LEVERTON CHURCH HALL ON

                                                             MONDAY 20 APRIL 2026

 

Present: Cllr D Durrant – Chairman

Cllrs: Mrs J Self-Shutts, Mr N White, Mr A Woodward

                                      

Also Present:    Mrs C Anderton – Clerk of the Council

Cllr P Bedford – Boston Borough Council

 

Public Forum

There were two members of the public in attendance to address members of the Council regarding the planning application which was on the agenda for discussion. They raised concerns on the provision of an additional entrance to the property which had been made without planning consent and the location of the planned structures being in close proximity to their property. 

 

26/30 To Receive a Presentation of Fire Station statistics from Cllr A Arundell

Due to the apologies received from Cllr Arundell, there was no report to receive.

 

26/31 Apologies

Apologies were received from Cllr D Horwat. Cllr A Arundell and Cllr D Broughton.

 

26/32 To receive any declarations of interest in accordance with the requirements of the Localism Act 2011

The Chairman stated that although he wasn’t familiar with the owner of the property to be discussed in the planning item, his wife purchased various meats directly from them.

 

26/33  To receive and approve the notes of the Council meetings held on Monday 16 March 2026 

It was RESOLVED that the notes of the meeting held 16 March 2026 be approved as a record of the meeting and be signed by the Chairman.

 

26/34 Reports from Lincolnshire County Council/Boston Borough Council

Cllr P Bedford gave a short verbal update on matters at Boston Borough Council.

 

26/35  Issues relating to the Playing Fields, Potholes and the Environment of the Parish

Playing Fields

There were no known issues relating to the playing field.

Potholes

The Chairman confirmed that some potholes had been addressed prior to the marathon. Cllr White reported that he had seen yellow lines had been painted on the roadways to indicate where there were potholes and poor surfaces.

Environment 

Cllr White reported that there were some fallen trees on the lay-by grounds and various woody matter was laying around which needed addressing. The clerk confirmed she would investigate who was responsible for the trees/shrubbery.

 

26/36   Provision of additional interactive speed signs

Cllr Woodward confirmed that he had sent an email to all members and Cllr Arundell in response to an email received from the highways manager at Lincolnshire Highways department. He confirmed that his email listed accidents which had occurred on the bends at Leverton and stated that the information which had been relayed to Lincolnshire CC was incorrect in that it pertained to Benington not Leverton. The clerk confirmed she would chase up the matter with Cllr Arundell.

 

26/37 Planning application: B/26/0143; The Bungalow, Lucasgate, Leverton, Boston, PE22 0AD

Members discussed the application and the concerns received from the members of the public in attendance. Members Agreed there were no grounds for objection however it was RESOLVED that a request for a condition be applied to ensure the barns would only be used for the storage of straw/hay bales. 

 

26/38   Finance

a. It was proposed, seconded and RESOLVED to authorise signing of the AGAR 2025/26 (Exemption Certificate)

b. It was proposed, seconded and RESOLVED to authorise signing of the AGAR 2025/26 (Annual Governance Statement)

c. It was proposed, seconded and RESOLVED to authorise signing of the AGAR 2025/26 (Accounting Statements

 

It was proposed, seconded and RESOLVED to accept the payments as per the payment sheet 04/2026 details below:

26/39 Matters to be added to the next agenda.

Cllr White asked for the following to be added:

I. The future use of Lacey’s Pit and confirmation of the current tenancy situation,

II. Confirmation of parish footpath cutting and potential future plans for contractor tender applications

III. Confirmation of the requirement of a Leverton Parish Council representative on the Leverton Poor’s Land Trust Charity

 

26/40 Date of the next Parish Council Meeting

Date of the next Meeting of the Parish Council will be held on Monday 18 May 2026 following the Annual Parish Meeting which will be held at 6.30pm. There being no further business to discuss, the Chairman thanked those in attendance and declared the meeting closed.
