MINUTES OF THE MEETING OF LEVERTON PARISH COUNCIL HELD IN LEVERTON VILLAGE HALL ON MONDAY 20 NOVEMBER 2023

Public Forum

There were no members of the public present.

23/85   Apologies

There were no apologies received.

23/86   To receive any declarations of interest in accordance with the requirements of the Localism Act 2011

Cllr White declared an interest in the planning application which was to be discussed in the Environment of the Parish item.

23/87  To receive and approve the notes of the Council meeting held on Monday 16 October 2023

It was RESOLVED that the notes of the meeting held 16 October 2023 be approved as a record of the meeting and be signed by the Chairman.

23/88   Reports from Lincolnshire County Council/Boston Borough Council

Cllr P Bedford gave a verbal report regarding Christmas events and car parking in Boston.

23/89   Issues relating to the Playing Fields, Potholes and the Environment of the Parish Playing Fields

Cllr Horwat stated that there were now only 7 pieces of wooden play equipment remaining in the play area. He also confirmed that some topsoil would be required to fill in the holes where the equipment had been removed. Cllr White volunteered to provide this at a later date. Cllr Horwat asked the members of the Council if he could purchase some iron brackets to be used in making and installing the gazebo. Members of the council discussed the option of using Metposts and  RESOLVED for Cllr Horwat to purchase either type of fittings after obtaining a quote.

The Chairman confirmed the walnut sapling would be ready for planting next to the orchard in the New Year.  

Potholes

Cllr Self-Shutts confirmed that various potholes had been addressed around Outgate and Cllr Chandler stated that a large one on Highgate had been filled in. Cllr P Bedford confirmed he had reported the large pothole at the top of the bank at the pumping station. 

Environment 

Planning Application No : B/23/0374
Change of use of land for the retention of 3 no static caravans and associated infrastructure for seasonal agricultural workers plus the addition of 4 extra caravans, welfare block relocated and associated infrastructure at Ings Farm, Ings Lane, Leverton, Boston, PE22 0AX
Members of the council had no objections however they suggested the use of trees for screening around the development.

23/90   Finance

a)   It was proposed and RESOLVED to accept the payments as per the payment sheet 11/2023 details below:

23/91 Matters for discussion only or to be added to the next agenda.

Cllr N Chandler stated that due to the adverse weather conditions and the volume of tractors travelling along the A52, it was becoming increasingly difficult to keep the gateway signs clean. Members suggested the clerk contact contract cleaners to obtain quotes for cleaning once a month.

Cllr Self-Shutts asked the clerk to report that the wooden steps on the sea bank leading to Lodge Farm were in need of repair. 

23/92   Date and Time of the next Parish Council Meeting

The next Meeting of the Parish Council will be held on Monday 18 December 2023 beginning at 7.00pm. There being no further business to discuss, the Chairman thanked those in attendance and declared the meeting closed.
