MINUTES OF THE MEETING OF LEVERTON PARISH COUNCIL HELD IN LEVERTON VILLAGE HALL ON MONDAY 18 DECEMBER 2023

There were no members of the public present.
23/93 Apologies
Apologies were received from Cllr P Bedford and Cllr D Broughton, Boston Borough Council
23/94 To receive any declarations of interest in accordance with the requirements of the Localism Act 2011
There were no declarations of interest given.
23/95 To receive and approve the notes of the Council meeting held on Monday 20 November 2023
It was RESOLVED that the notes of the meeting held 20 November 2023 be approved as a record of the meeting and be signed by the Chairman.
23/96 Reports from Lincolnshire County Council/Boston Borough Council
Cllr P Skinner gave a verbal report regarding Lincolnshire County Council updates.
Cllr D Broughton provided a written report regarding Boston Borough Council updates which was read to members of the council by the Chairman.
23/97 Issues relating to the Playing Fields, Potholes and the Environment of the Parish
Playing Fields
Cllr Horwat confirmed that the clerk had obtained a quote for the replacement floors on the Wendy House and the Fire Engine play equipment. Members of the Council RESOLVED to accept the quotation and directed the clerk to place the order.
Cllr Horwat confirmed that he had obtained a quotation for the angle iron parts required for the erection of the gazebo. Cllr Osborne asked if option of metposts had been explored, Cllr Horwat confirmed he had investigated this option but didn’t believe it was a viable course to follow. Cllr Osborne asked if any accidents involving the angle iron parts would be accepted by the Parish Councils insurance. The clerk confirmed they would be covered by the Parish Council’s liability policy. Members of the Council RESOLVED to accept the quote provided by Cllr Horwat.
Potholes
The Chairman confirmed that the large holes at Leverton pumping station had still not been attended to however, the clerk confirmed that Cllr P Bedford had forwarded on the request in October to Witham Fourth IDB who in turn had notified the Environment Agency. The clerk confirmed that the poor state of the Oldfield Lane public bridleway previously reported by Cllr White had been escalated to the Head of Environment at Lincolnshire County Council. Cllr P Skinner stated that this would be chased once the ground had dried as it would cause further issues if the remedial works were to be completed whilst the ground was still wet.
Environment
Planning Application ref: B/23/0398
Outline planning application with some matters reserved (Appearance, Landscaping, Layout & Scale) for later approval for 1no dwelling & detached garage with access at Land to the south-east of Sheepgate Equestrian, Sheepgate, Leverton, Boston PE22 0AS
Members of the council discussed this application at length in accordance with the South East Lincolnshire Local Plan 2011-2036 and the National Planning Policy Framework which was updated on 5th September 2023. Members asked the clerk to prepare and forward a comprehensive objection to this development.
Cllr White stated that he had spoken with the Planning Enforcement officer at Boston Borough Council regarding an additonal building which had been erected at The Grange. It was determined that this building had not formed part of the original approved planning application however, the owners were intending to apply for retrospective planning permission in January 2024 which should be forwarded for consideration by the Parish Council.
23/98 Finance
a) It was proposed and RESOLVED to accept the payments as per the payment sheet 12/2023 details below:

23/99 Matters for discussion only or to be added to the next agenda.
Cllr Self-Shutts raised the issue of the overhanging hedge at the property Alushka, Outgate Road. The clerk confirmed this had been highlighted to Lincolnshire County Council. Cllr P Skinner asked that the details be forwarded and he would chase this up again.
The clerk also confirmed that the Precept would be on the agenda for discussion and application in January, the Chairman asked that details of the proposed budget be sent to all members prior to the meeting to enable a full discussion to be held.
23/100 Date and Time of the next Parish Council Meeting
The next Meeting of the Parish Council will be held on Monday 15 January 2024 beginning at 7.00pm. There being no further business to discuss, the Chairman thanked those in attendance and declared the meeting closed.
