MINUTES OF THE MEETING OF LEVERTON PARISH COUNCIL HELD IN LEVERTON VILLAGE HALL ON MONDAY 15 JANUARY 2024

Present:

Cllr D Durrant – Chairman

Cllrs: Mr D Horwat, Mrs F Osborne, Mr N Chandler, Mr N White.

Cllr P Skinner, Lincolnshire County Council

Public Forum

There were no members of the public present.

24/01    Apologies

Apologies were received from Cllr P Bedford and Cllr D Broughton, Boston Borough Council

24/02    To receive any declarations of interest in accordance with the requirements of the Localism Act 2011

There were no declarations of interest given.

24/03  To receive and approve the notes of the Council meeting held on Monday 20 November 2023

It was RESOLVED that the notes of the meeting held 18 December 2023 be approved as a record of the meeting and be signed by the Chairman.

24/04    Reports from Lincolnshire County Council/Boston Borough Council

Cllr P Skinner gave a verbal report regarding Lincolnshire County Council updates.

24/05   Issues relating to the Playing Fields, Potholes and the Environment of the Parish

Playing Fields

Cllr Horwat confirmed that he had received the angle irons for the gazebo and that the fruit trees had been pruned.
The Chairman confirmed that the walnut tree, which was being dedicated to Jane Moore, was ready to be planted in the next 2 weeks. Cllr White offered to contact the Moore family to advise them and confirm a date.

Potholes

Cllr Skinner had provided an update regarding potholes in the parish therefore there were no further matters to discuss regarding this matter.

Environment 

Planning Application ref:  B/23/0398 

Outline planning application with some matters reserved (Appearance, Landscaping, Layout & Scale)  for later approval for 1no dwelling & detached garage with access at Land to the south-east of Sheepgate Equestrian, Sheepgate, Leverton, Boston PE22 0AS.

The clerk confirmed that the application had been refused.

Cllr White reported that the ‘For Sale’ signage for The Old Horseshoes property was located outside the Leverton War Memorial entrance and it could be interpreted that the memorial grounds were for sale. The clerk agreed to contact Town and Country Estate Agents and ask for it to be moved. 

24/06    Finance & Precept

It was proposed and RESOLVED to accept the payments as per the payment sheet 12/2023 details below:

Mark Skipworths 71.40 Playing Field expenses (Angle iron)
Staff Costs 633.52 Staff costs

The budget details had been circulated to all members prior to the meeting and it was RESOLVED to leave the precept at the current level of £15,000.

24/08    Date and Time of the next Parish Council Meeting

The next Meeting of the Parish Council will be held on Monday 19 February 2024 beginning at 7.00pm. There being no further business to discuss, the Chairman thanked those in attendance and declared the meeting closed.
