MINUTES OF THE MEETING OF LEVERTON PARISH COUNCIL HELD IN LEVERTON CHURCH HALL ON
                                                             MONDAY 16 DECEMBER 2024

Present:    Cllr D Durrant – Chairman

Public Forum
There were no members of the public present. 

Cllr Osborne asked about the feedback which was to have been given to the member of the parish who attended the meeting in November to highlight speeding issues within the parish. The clerk directed the question to Cllr P Skinner who took the parishioners details and stated he would feedback on the complaint. 

Cllr Osborne stated that it had been unclear in that meeting as to who should have been dealing with the issue, she asked that direction should be immediately given to parishioners once it was determined who was responsible for matters which were raised, be it Leverton PC, Boston BC or Lincolnshire CC,  to avoid lengthy discussions which could be unnecessary.

24/91  Apologies
Apologies were received from Cllr D Broughton.

24/92    To receive any declarations of interest in accordance with the requirements of the Localism Act 2011
There were no declarations of interest given.

24/93  To receive and approve the notes of the Council meetings held on Monday 18 November 2024 
It was RESOLVED that the notes of the meeting held 18 November 2024 be approved as a record of the meeting and be signed by the Chairman.

24/94    Reports from Lincolnshire County Council/Boston Borough Council
Cllr P Skinner gave a verbal report regarding Lincolnshire County Council updates.
Cllr P Bedford gave an update on matters relating to Boston Borough Council

24/95   Issues relating to the Playing Fields, Potholes and the Environment of the Parish
Playing Fields
Cllr Horwat stated that there were no issues to report
Potholes
Cllr P Skinner advised that he would be completing a tour of the area with the LCC Highways officer in the New Year.  Cllr Self-Shutts and Cllr White reported that there was a large pothole again adjacent to Town and Country on Sheepgate and Cllr Chandler wished to point out that the repairs which had been completed along Highgate were already failing. The Chairman asked if the council could send a letter to the Highways department informing of their displeasure with the standard and longevity of repairs on the outlying parish roads.    
Environment 
Cllr White confirmed that the dog fouling signs which had been requested had been displayed as follows: 2 at the Leverton pumping station, 2 on the footpaths at the first bank and 2 at the granite memorial stone on the sea bank. Cllr White asked if 6 more signs could be requested as there were still problem areas which needed covering. Members of the council RESOLVED for these to be ordered and for Cllr White to liaise with Cllr Bedford on this.  
It was reported that some of the trees on the roadside of Laceys Lane were overhanging and  becoming a problem and it was requested that an email be sent to LHP to request these trees be brought under control, the clerk confirmed she would contact them and highlight the problem.
 
24/96  Leverton Leisure Centre
Cllr Horwat confirmed that there were no issues to report and it was requested that this agenda item be removed

The clerk advised that application for the Precept for the 2025/26 financial year was due to be submitted in January and asked members of the council to think about anything that may arise during the coming year which may need additional funding.

24/98 Matters for discussion only or to be added to the next agenda.
The provision of a Christmas Tree for December 2025 was discussed and it was asked that this could be a project to carry into next year and to discuss the prospect of siting a permanent tree, securely, on the lay-by. The clerk stated that she had been asked if it was possible to clear away the undergrowth surrounding the kitchen area of the lay-by which would open this area and make it a possible site for the tree. It was agreed to begin to obtain the necessary permission to remove the undergrowth and shrubbery to enable this area to be considered.
Cllr White reported that he was aware that many councils completed an internal appraisal system and suggested that the members consider doing this as a way to ensure it was giving good service to the parish. 

24/99    Date of the next Parish Council Meeting
Date of the next Meeting of the Parish Council will be held on Monday 20 January 2025. There being no further business to discuss, the Chairman thanked those in attendance and declared the meeting closed.
