MINUTES OF THE ANNUAL MEETING OF LEVERTON PARISH COUNCIL HELD IN LEVERTON VILLAGE HALL ON MONDAY 20 MAY 2024
Present:
Cllr D Durrant – Chairman
Cllr J Self-Shutts – Vice Chairman
Cllrs: Mr D Horwat, Mr N Chandler, Mr N White.

Public Forum
There were no members of the public in attendance.
24/34 To Elect the Chairman for the 2024/25 Administration Period
It was proposed by Cllr J Self-Shutts that Cllr Durrant continue in the Chairman position for the next administration period which was seconded by Cllr D Horwat and carried unanimously.
24/35 To receive the declarations of Acceptance of the Office of Chairman
The Chairman completed the Acceptance of Office form which was also signed by the clerk.
24/36 To Elect a Vice Chairman for the 2024/25 Administration Period
It was proposed by Cllr D Horwat that Cllr J Self-Shutts continue in the role of Vice-Chairman which was carried unanimously.
24/37 Apologies
Apologies were received from Mrs F Osborne and Cllr Dale Broughton, Boston Borough Council
24/38 To receive any declarations of interest in accordance with the requirements of the Localism Act 2011
There were no interests declared.
24/39 To receive and approve the notes of the Council meeting held on Monday 15 April 2024
It was proposed and RESOLVED that the notes of the meeting held 15 April 2024 be approved as a correct record of the meeting and be signed by the Chairman.
24/40 Issues relating to the Playing Fields, Potholes and the Environment of the Parish
Playing Fields
Cllr Horwat confirmed the park inspection had been completed and that the bark mulch would be highlighted as being low and various signage would be required. Members of the Council agreed to wait until the report had been received to discuss these issues further.
Potholes
The Chairman confirmed that there had been a few repairs completed within the parish. Cllr P Skinner encouraged members to continue using FixMyStreet to report any issues.
Environment
Cllr Self-Shutts stated that the public footpath adjacent to Colinwood on Outgate was overgrown and had added this to FixMyStreet previously however, this had not been resolved. She also reported that 2 deep trenches had been cut across the footpath to alleviate flood water build up on the adjacent fields. Cllr White suggested he speak with the farm to have these trenches made good again.
Cllr White reported that there had been an issue with motorcycles scrambling on the sea bank and advised this had been reported to the police.
Cllr Horwat reported that the Church Hall refurbishment had gone well and it was hoped that the top coat of paint could be applied as soon as the weather improved.
24/41 Finance
It was proposed and RESOLVED to accept the payments as per the payment sheet 05/2024 details below:

a. It was RESOLVED to accept the Certificate of Exemption 2023/24 which was duly signed by the Chairman and RFO
b. It was RESOLVED to accept the Annual Governance Statement 2023/24 which was duly signed by the Chairman and RFO
c. It was RESOLVED to accept the Accounting Statement 2023/24 which was duly signed by the Chairman and RFO
24/42 Matters for discussion only or to be added to the next agenda.
Cllr White asked if the dykes on the layby and opposite the shop had been scheduled for flailing, the clerk confirmed she had spoken with Ann Blythe previously however she would chase and arrange for this to be done.
24/43 Date and Time of the next Parish Council Meeting
The next meeting will be held on Monday 17 June 2024 at 7pm. There being no further business to discuss, the Chairman thanked those in attendance and declared the meeting closed.
